Lithuania Unveils Integrated Energy Network Roadmap as Grid Investments Accelerate


Lithuania is bringing greater transparency to one of Europe’s fastest-moving energy transitions with the launch of a new interactive map showcasing the country’s planned electricity, gas and hydrogen infrastructure through 2035.

Developed jointly by transmission system operators Litgrid and Amber Grid, the platform provides a nationwide overview of major transmission projects expected to shape Lithuania’s energy system over the next decade. Rather than presenting separate electricity and gas strategies, the map combines both sectors into a single planning tool, reflecting the increasingly interconnected nature of Europe’s future energy infrastructure.

The initiative arrives at a pivotal moment for Lithuania. Following the successful synchronisation of the Baltic electricity system with Continental Europe in early 2025, the country’s attention has shifted from securing energy independence to building the networks needed for a renewable-powered economy.

The new platform allows municipalities, developers, investors and local communities to see where new high-voltage power lines, substations, gas transmission upgrades and future hydrogen infrastructure are planned. By making these projects publicly accessible at an early stage, the operators hope to improve stakeholder engagement and reduce uncertainty during project development.

“Our energy system is changing rapidly, and people want to understand what those changes mean for their region,” says Litgrid CEO Andrius Šemeškevičius. “Making our plans easier to access helps communities, businesses and investors see how the national grid is evolving and how today’s investments will support Lithuania’s future energy system.”

The roadmap is based on the companies’ latest 2026–2035 network development plans, which, for the first time, were built around a shared long-term scenario covering electricity, natural gas and hydrogen infrastructure. Together, the projects represent approximately €4.1 billion of planned investment across the EPSO-G group.

Litgrid enters a new phase after synchronisation

For Litgrid, 2025 marked the successful completion of one of the most ambitious infrastructure programmes in the Baltic region. The synchronisation of Lithuania, Latvia and Estonia with the Continental European electricity system ended decades of reliance on the Russian-controlled BRELL network and strengthened regional energy security.

With that milestone achieved, the transmission operator has entered a new investment cycle focused on accommodating rapidly growing renewable generation and rising electricity demand. The coming decade will see continued expansion of the high-voltage network, reinforcement of substations and construction of new transmission corridors designed to connect large volumes of wind and solar capacity. Projects supporting cross-border electricity trade and greater system flexibility also remain central to the company’s strategy.

As electrification accelerates across transport, industry and heating, Lithuania expects electricity consumption to grow significantly, making transmission infrastructure one of the country’s most important enablers of the energy transition.

Amber Grid prepares for a low-carbon gas future

Amber Grid is also entering a period of transformation. While maintaining a secure and reliable natural gas network, the operator is increasingly preparing its infrastructure for renewable gases and hydrogen.

During 2025 and into 2026, the company has continued upgrading key sections of the national gas transmission system while advancing studies and planning for hydrogen transport. One of its flagship initiatives is participation in the Nordic-Baltic Hydrogen Corridor, which aims to create a dedicated hydrogen backbone linking Finland, the Baltic States, Poland and Germany.

The company’s long-term strategy recognises that existing gas infrastructure will play an important role during the transition to climate neutrality, with parts of today’s network expected to transport renewable gases in the future.

Planning beyond individual sectors

Perhaps the most notable feature of the new roadmap is its integrated approach. Electricity, gas and hydrogen are no longer being planned independently but as complementary parts of a single energy system.

This reflects a broader trend across Europe, where transmission operators are increasingly coordinating investments to support renewable electricity, battery storage, hydrogen production and industrial decarbonisation. Shared planning can also reduce duplicated infrastructure, improve permitting processes and help public authorities coordinate regional development.

Amber Grid CEO Nemunas Biknius believes early visibility is just as important as the projects themselves.

“When stakeholders understand what infrastructure is planned and why, it creates better conditions for dialogue, improves planning and helps identify challenges before construction begins. Greater transparency ultimately leads to better investment decisions and more efficient project delivery.”

For Lithuania, the new development map is more than a digital planning tool. It represents the next chapter in the country’s energy transformation – one that moves beyond energy security towards building an integrated, resilient and increasingly decarbonised energy system. As investment in grids becomes as critical as investment in renewable generation itself, Lithuania is positioning network development at the centre of its clean energy strategy.
