The European Bank for Reconstruction and Development (EBRD) and SE Moldelectrica have republished on ECEPP the invitation to tender for the construction of the Bălți–Suceava (400 kV) high-voltage overhead transmission line.
The announcement appeared on 22 September 2025, with the deadline for submission of tenders set for 12 October 2025 at 15:00, according to the ECEPP page. The status is “open for response”.
The procedure is part of the “Moldova Romania Power Interconnection Phase II” project (EBRD Project ID 54567) and uses the Open Tender – Single Stage method, under the “Works” category. The stated client is SE Moldelectrica, and the ECEPP identifier of the exercise is 40291581.
The scope of the tender concerns the construction of the 400 kV overhead line between Bălți and the interconnection point towards Suceava, in the context of strengthening links with the Romanian system and enhancing supply security.

Participation is open to companies from any country, subject to EBRD procurement rules. All data must be entered in English on the platform, even though ECEPP provides an interface with supporting translations. Official communication with the client takes place via the “ECEPP message centre”.
The reannouncement follows the submission window opened on 31 July 2025, when the Ministry of Energy and other official sources reported on the launch of the initial tender. At that time, the submission of bids closed in mid-September without award.
The financing structure for Phase II has been published by the EBRD: an estimated total cost of EUR 80 million, with an EBRD loan and parallel co-financing from the EIB of EUR 32 million, plus a EUR 16 million grant from the EU NIP platform, reallocated from Phase I.
How a bidder takes part: the company creates or uses its ECEPP account, clicks on the “Access Opportunity” button, downloads the documentation, prepares the bid according to the required formats, and uploads it before the deadline. The tender page clearly states that the full dossier becomes available after login/registration.
By way of context, the Bălți–Suceava project contributes to strengthening the integration of the Republic of Moldova with the European network and to enhancing system resilience, according to EBRD project materials and previous public communications.
