Moldavian ANRE Approves Final Regulatory Framework for the Launch of the System Services and Balancing Electricity Markets


The Board of Directors of the National Energy Regulatory Agency (ANRE) has approved the operational procedures and framework contracts governing the System Services Market (PSS) and the Balancing Electricity Market (PEE).

This marks the final step in a series of ANRE decisions aimed at establishing the regulatory framework required for the launch of these markets, which are essential to ensuring the secure operation of the National Power System and the uninterrupted supply of electricity to end consumers.

ANRE has endorsed the following operational procedures:

  • Procurement of balancing capacity through competitive auctions;
  • Registration, revocation, or withdrawal of balancing service providers from the System Services Market;
  • Determination of balancing capacity volumes delivered versus contracted;
  • Registration, withdrawal, and revocation of participants in the Balancing Electricity Market;
  • Format, submission, and validation of bids in the Balancing Electricity Market;
  • Determination and selection of balancing electricity;
  • Verification of balancing electricity delivered.

In addition, ANRE has approved the following framework contracts related to the PSS and PEE:

  • Balancing Capacity Supply Contract;
  • Framework Participation Contract for the Balancing Electricity Market.

By endorsing this regulatory package, ANRE is laying the foundation for the transparent and efficient operation of the System Services Market and the Balancing Electricity Market. These markets are of strategic importance in light of the growing share of renewable energy sources and serve as a key element in strengthening the energy security of the Republic of Moldova.
