Lithuania Temporarily Suspends Second Offshore Wind Tender to Enhance Developer Participation


Lithuania’s National Energy Regulatory Council (NERC) has temporarily suspended the procedures for the second offshore wind farm tender, following a government decision on September 6.

The tender, first launched in November 2024, aims to select a developer for a 700 MW offshore wind farm located about 30 kilometers off the Baltic Sea coast. The suspension provides potential participants additional time to prepare, ensuring stronger competition and more competitive pricing.

Speaking to The Voice of Renewables Žygimantas Vaičiūnas, Lithuania’s Minister of Energy said: “The tender has been suspended in order to assess and review the requirements and conditions for the tender procedure set out in the legislation. The main objective of the decision is to ensure that the impact on the final electricity prices paid by consumers after the implementation of the tender and the construction of the wind park is as small as possible.” 

Background

The tender was relaunched in June 2025 after an initial attempt in January 2024 failed to attract sufficient bids, with only Ignitis Renewables, in partnership with Ocean Winds, submitting an offer. To encourage participation, the government revised the tender terms, including adjustments to transaction price indexing and the development fee structure.

Project Overview

This project is part of Lithuania’s broader plan to develop two offshore wind parks with a combined capacity of 1.4 GW. The first offshore wind auction in 2023 was won by a joint venture between Ignitis Renewables and Ocean Winds. The second tender seeks a developer for the remaining 700 MW.

Developer Participation

Ignitis Group has confirmed its participation in the second tender. NERC oversees the process, with the winner expected to be announced in the coming months.

Future Outlook

The tender procedures are scheduled to resume on October 6, 2025, with submissions continuing through October 7. The government remains committed to advancing offshore wind as a key element of Lithuania’s renewable energy strategy.

The outcome of this tender will be crucial in shaping Lithuania’s energy future and its efforts to achieve energy independence through renewables.
